Twitter has shared concepts for four features that could give users more control over who can see, read and find their accounts. The first of those features would make it easier for those with protected accounts to make their tweets publicly viewable in instances where they want to reply to non-followers. The idea is to include a prompt that reminds people of that fact, as well as giving them the option to easily switch their tweets to public.
